Priorities established in the EY2010 National Program

 

Based on the European objectives for the EY2010, and in coordination with those proposed by the National Action Plan on Social Inclusion of the Kingdom of Spain 2008-2010, it have been established a set of priorities for choosing activities:

 

  1. Concerning recognition of rights:
    • Increase the degree of public awareness in relation to the situation of people living poverty and social exclusion.
    • Make visible people experiencing social exclusion and draw attention to the recognition of their rights and social and economic potential.
    • Pay special attention to the existing social inequalities in the area of health.
    • Emphasize the peculiarities and characteristics of the poverty and social exclusion in the rural world and promote the debate to find suitable solutions.
    • Contribute to amending the stereotypes that discriminate certain groups in situation of vulnerability, especially in the media, and with special attention to Roma population, immigrants and people with disabilities.
    • Analyze the multiple factors that impact on poverty and social exclusion, especially in situations of extreme poverty, to improve the diagnosis and to act against poverty from a multidimensional approach.
  2. Regarding shared responsibility and participation
    • To fight against poverty is not the responsibility only of social organizations and public authorities but of the whole society.
    • To encourage reflection, consultation and debate including the participation of people experiencing poverty and social exclusion, public and private agencies and social partners.
    • Emphasize the importance of cross-cutting social inclusion policies in different areas of action with coordination between the public administrations and departments responsible for social inclusion.
  3. Social cohesion:
    • Raising awareness on the importance of building a society based on cohesion and on concepts such as solidarity, social justice, sustainable development, social welfare and equal opportunities.
    • To inform and sensitize the public that increased social protection prevents poverty and social exclusion.
    • Promote and disseminate the Active Inclusion Strategy, evaluating its implementation, promoting debate and encouraging new proposals.
    • Promoting a more inclusive labour market with greater employment opportunities to vulnerable people. Emphasize the role of social economy and social integration enterprises in the process of inclusion.
  4. Regarding commitment and specific actions:
    • To renew the political commitment of the European Union and Member States to act jointly and coordinated, based on a common action strategy, in terms of inclusion and social protection.
    • Carry out actions aimed at drawing conclusions from the activities undertaken during EY2010 in order to be able to make concrete proposals to establish a future European strategy for inclusion and social protection.
    • Making concrete proposals for future programming of European Structural Funds, priorities and main lines of action. Especially the European Social Fund has an important role in the fight against poverty and social exclusion.
